Job Description
We are hiring a Subcontracts Manager to be fully responsible for the management of Installation and Civil Works suppliers contracts within a specified project. Installation and Civil Works are high spend and risk activities with distinctive contract terms and conditions, requiring specialized commercial management particularly around change and claims.
The role will require frequent and close engagement of Installation and Civil Works suppliers to ensure that requirements are executed in accordance with technical, program, cost and performance (quality and delivery) requirements as defined in the contract.
The role will require frequent and close engagement of the other Project Functions, and in particular Deployment and Commercial/Legal and Contracts to ensure that claims are fully assessed and, where relevant, passed through to the Head Contract.
The role is embedded into the procurement category organization to ensure alignment with Installation and Civil Works Category strategy and benefit from all procurement category environment and best practices as well as to be in situation to challenge and escalate as relevant beyond project scope.
Key Responsibilities and tasks
Ensure Installation and Civil Works Supplier Contract Coverage; (1) work with Category Management to ensure that the project's long term requirements for Installation and Civil Works are covered by suitable supplier contracts or that these are being progressed in accordance with procurement process and governance; (2) where necessary, support Category Management with any Project tendering activity for Construction/Installation, following procurement process; (3) interpret customer contract terms and conditions to draft supplier contract terms and conditions accordingly, working with project team to ensure flow down terms are in line with approvals and Legal Memos
Manage Installation and Civil Works Supplier Contract: (1) Manage contract between the Company and supplier from placement to close out; (2) Maintain full visibility of purchase requisitions & orders ; (3) Manage payment application through to invoice closure (monitoring actual costs against planned/estimates); (4) Document and maintain all contractual records and ensure all contract documents are fully executed by all parties; (5) Enforce compliance to the contractual terms and deliverables by the Supplier/s and Company, in alignment with the Project and Company requirements for Safety, Quality, Environment, Ethics, Project Efficiency and Competitiveness.
Lead direct contractual relationship with the Installation and Civil Works supplier/s, acting as a commercial/contractual point of contact, dealing with all supplier contractual queries, payment applications, requests for extensions of time, requests for increased funds etc
Process and certify payment applications in accordance with the contracted agreement (i.e. comparing application for payment against work progress, querying extra work claimed, verifying prices against contract, verifying evidence supporting claims, approving payment).
Required qualifications
Essential
10 years plus relevant experience in Subcontract Management.
Track record of success in a similar role in relevant businesses or markets
Pre and Post Contract Management activities
Contract Management of major contracts, high in value (in excess of £5m), high in complexity and high in risk, ideally for Construction or Installation (e.g. FIDIC/NEC)
Claims Management
Communication and presentation
Interpersonal at all organisational levels, internal and external
Relevant purchasing, commodity and category management experience
Experience of working in a major programme/ project environment preferably in the Construction or Installation industry
Experience of working in a multi-discipline team environment
Desirable
Procurement/Quantity Surveying/ CIPS/ RICS degree/affiliation
3 years plus relevant experience in Construction or Installation.
Financial management / Programme management
Business or Engineering related degree
