Job Description
Before the Mobilisation, the OCR shall:
- Attend the HSE briefing;
- Attend all meetings necessary to prepare for the operations;
- Familiarise himself/herself with the marine equipment, mobilization, cable installation, pull in operations and the relevant burial tools (HSE, quality, technical specification named A.3.1 and A.3.2);
- Propose a format of Daily OCR Report, to be validated by CLIENT. The Daily OCR Report shall cover in addition to the scope of work :
- Control points that have been done by OCR;
- Review the relevant procedures.
- The OCR shall follow up and control activities during mobilization and nearshore/offshore activities, including but not limited to:
- Full checking at the mobilization phase in order to confirm the vessels are well equipped and loaded in accordance with the works to be performed;
- Check that works are performed according to CLIENT specifications, contract between CLIENT and the Cable contractors, predefined procedures, best practices and legislation;
- Check the Contractor Daily Progress Report: including ongoing activities, special facts, weather standby issues, scheduled for project;
- Address a Daily OCR Report to CLIENT, followed by a daily conference call ;
- Ensure Contractor executes the agreed project work scope safely, timely and efficient in accordance with, contract, procedures and relevant legislation and alert the CLIENT if necessary;
- Stop work if performance or HSE is not in accordance with the contract, regulations, and state of the art. Such a decision will be duly justified ;
- Should there be an incident, ensure that the appropriate incident investigation and reporting is carried out;
- Establish and maintain effective operational communications ;
- Within the marine works close out phase, the OCR shall provide a Close-out Report of Operation and review the report.
Such close out report shall contain:
- Operational experience feedback;
- Performance reports and recommended improvements.
Required qualifications
The OCR for the loading and SLB operations shall have experience or knowledge related to:
- Cable load out onto CLV
- Bundle cable laying
- Pull In Operations
- Matressing (In service crossings)
- Cable Surveys (Cable tracking, MBES, OTDR, TDR, cable visual inspection)
- Marine Regulations
- HSE
- Fluency in English (mandatory)
- French/Spanish speaking
must be registered as “gens de mer” (Seaman book) in order to be allowed to work 7 days a week and be permitted to work in European Waters.
